After the catastrophic earthquake hit Haiti last week, the US is working closely with the UN and the Haitian government. The US army has been actively involved in helping distribute aid. But after decades of neglect, are Washington and other powers returning to a bigger role in this poor country? And would that come at a price?

U.S. Defense Had Mock Haiti Disaster Drill Day Before Earthquake, Coincidence?



As personnel representing hundreds of government and nongovernment agencies from around the world rush to the aid of earthquake-devastated Haiti, the Defense Information Systems Agency has launched a Web portal with multiple social networking tools to aid in coordinating their efforts.

On Monday, Jean Demay, DISA's technical manager for the agency's Transnational Information Sharing Cooperation project, happened to be at the headquarters of the U.S. Southern Command in Miami preparing for a test of the system in a scenario that involved providing relief to Haiti in the wake of a hurricane. After the earthquake hit on Tuesday, Demay said SOUTHCOM decided to go live with the system. On Wednesday, DISA opened up its All Partners Access Network, supported by the Transnational Information Sharing Cooperation project, to any organization supporting Haiti relief efforts.

The information sharing project, developed with backing from both SOUTHCOM and the Defense Department's European Command, has been in development for three years. It is designed to facilitate multilateral collaboration between federal and nongovernmental agencies.

Demay said that since DISA set up a Haiti Humanitarian Assistance and Disaster Relief Community of Interest on APAN on Wednesday, almost 500 organizations and individuals have joined, including a range of Defense units and various nongovernmental organizations and relief groups.

APAN provides a series of collaboration tools, including geographical information systems, wikis, YouTube and MySpace-like pages and multilingual chat rooms.

Meanwhile, other organizations are tackling different technological challenges. Gianluca Bruni, the Dubai-based information technology chief for emergency preparedness and response for the World Food Programme, is setting up networks and systems to support United Nations and nongovernmental organizations in Haiti. WFP already has dispatched two communications kits to Haiti, with satellite systems that operate at 1 megabit per second and can support up to 100 users. It also has sent laptop computers, Wi-Fi access points and long-range point-to-point wireless systems to connect remote users to the satellite terminals. Bruni said eventually WFP plans to set up cyber cafés in Haiti for use all relief workers in the country.

Jon Anderson, a DISA spokesman, said the agency is supplying 10 megabits of satellite capacity to Navy, Marine and Air Force units engaged in the Haiti relief operation.

Many of the relief organizations and agencies in Haiti are bringing their own radio systems to the country. DISA has deployed a three-person team from its Joint Spectrum Management Element to help manage radio frequency spectrum.

The Haitian oil lies at a 3000 meter depth, but with the current oil price of 80 to $ 90 per barrel is the extraction of this oil certainly profitable. Haiti is probably as emergency reserves for the U.S., because until now, oil production is zero and the holes were again sealed. The list of countries with oil reserves is not Haiti. Yet many people believe that Haiti has more oil than Venezuela. Haiti's tropical forests, its fertile plains and valleys, fast flowing rivers are full of fish and the surrounding sea, was naturally a paradise island. Just 48 hours after the world began to learn about the terrible consequences created by the earthquake registered in Haiti measuring 7.3 on the Richter scale, Barack Obama announced that 3.500 American soldiers would leave Haiti immediately to provide for "solidarity".

The tragedy drew expressions of Haiti's immediate cooperation from dozens of countries. The small airport of Port collapsed, and the United States has direct control of the airport.

According to Roger Searle, professor of geophysics at the University of Durham (UK), Haiti's earthquake was 35 times more powerful than the Hiroshima bomb. The professor also compared the energy released by an earthquake in the Caribbean country with the explosion of half a million tons of TNT.

However, according to Searle's thesis, the energy released in an earthquake in Haiti is a one of the Hundredth which exploded during the devastating tsunami in Banda Aceh, in southern Asia. No doubt the tsunami and its destructive power caused a terrible impression on mankind.

Some readers will say, these phenomena are the result of pollution and destruction of the planet, others will say, earthquakes have always existed and are part of how our planet is made up, and others will ask only do these phenomena have natural causes or is some power interested in continuing to occupy strategic areas behind an imperial military plan of unimaginable proportions?

The Americans have managed to reproduce an artificial aurora borealis. This system can use energy that is present outside of terrestrial space and bring them together for the purpose of generating abrupt climate changes. That way HAARP can be used as a weapon of war.


HAARP will be anti-myth or paranoia? No, in its resolution of 28 January 1999 on environment, security and foreign policy (A4-0005/1999), the European Parliament pointed out that the HAARP program is manipulating the environment for military purposes and requested HAARP. The European body, far from being suspected as anti-imperialist, requested the establishment of an international convention prohibit the development of the weather machine.

In accordance with previous scientific investigations and related to the manipulation of frequencies in the Ionosphere, it is known that through satellites or other instruments which serve as re-conductors it is possible the so-called hyper fields that generate HAARP for uses other than climate change can be used. Among these uses are aspects which are not necessarily harmful to mankind, such as generating the ozone layer.

HAARP also potentially has the capacity to disintegrate objects, generate spontaneous and induced combustion, and even change brain patterns, induce biological behavior and to cause diseases. Research on the HAARP project have emerged from American universities and European centers.

One of the pioneers in research on HAARP is Nick Begich, a research scientist in Anchorage, Alaska, the region where the antennas are located for the project. Begich's research was not only scientific, but also political. He discovered connections between patents and secrecy reserved for the U.S. government, and all related companies that were taking charge of patents. Soldiers in Haiti told to stop handing out food

— Food handouts were shut off Tuesday to thousands of people at a tent city here when the main U.S. aid agency said the Army should not be distributing the packages.

It was not known whether the action reflected a high-level policy decision at the U.S. Agency for International Development (USAID) or confusion in a city where dozens of entities are involved in aid efforts.

“We are not supposed to get rations unless approved by AID,” Maj. Larry Jordan said.

Jordan said that approval was revoked; water was not included in the USAID decision, so the troops continued to hand out bottles of water. The State Department and USAID did not respond to requests for comment.

Jordan has been at the airport supervising distribution of individual food packages and bottled water since his arrival last week. Each package provides enough calories to sustain a person for a day.

The food is flown by helicopter to points throughout the capital and distributed by paratroopers of the 82nd Airborne Division. At the tent city, set up at a golf course, more than 10,000 people displaced by the Haitian earthquake lay under makeshift tents. Each day, hundreds of people, many young children, line up for a meal.

Tuesday morning, the helicopters came only with water. Soldiers carried boxes of water in the hot sun and supervised Haitian volunteers who handed the supplies out.

Watchdogs on Alert for Haiti Charity Fraud
Experts Say Stick with Tried and True Charities

(CBS) As pleas for money to assist victims of the Haitian earthquake pour in across the internet, watchdogs are keeping an eye out for fraudsters looking to exploit Americans' desire to help.

Already, charitable experts tell CBS News that links on Google posing as Haitian charities are in fact links to malicious software sites. Other fake charities appear to have popped up on Craigslist just hours after the quake, according to the internet security experts at Websense, Inc..

Following the 2005 Indonesian tsunami, fake charitable requests appeared online. A Portland, Oregon, man was arrested in January 2005 who falsely claimed to be an employee for the charitable organization Mercy Corps.

The FBI issued a statement today warning donors to ignore spam emails asking for donations and encouraged skepticism if they are contacted by survivors asking for money. The FBI suggests donating to well-known organizations and avoiding giving out any personal or financial information. The FBI says it is already investigating a fraudulent charitable request related to Haiti.

An expert on charitable compliance and former Senate investigator, Dean Zerbe, suggests donors stick with established organizations. "The smart giver who wants to do some extra work should also look at the charities 990 tax form on Guidestar and focus on how much money is going for charitable purposes and how much going to salaries and fundraising," Zerbe said.

The Federal Trade Commission oversees charity fraud in the U.S. and has no jurisdiction overseas but says they are planning to issue a charitable fraud alert today.

In the age of viral messaging, unknown charities can transform from obscure organizations to magnets for online donations overnight helped by flurries of Twitter messages and Facebook postings.

A few of the most prominent recommended charities online include:

Text the word Haiti to 909-99 and $10.00 will be charged to your cell phone account. CBS News has confirmed this is a legitimate appeal and goes to the American Red Cross.

One way to check on the legitimacy of a charity is to go to The Foundation Center website and look up the charity’s most recent IRS tax filing. Charities that have budgets lower than $25,000 can receive IRS approval for non-profit status but are not required to file annual tax reports.

An expert on consumer scams, Steve Weisman, also recommends donors visit the Charity Navigator website. Weisman says the site can help donors figure out, “how much goes to administrative and fund raising costs.” The site also offers information on salaries of the charity’s employees.
