Gardens are dangerous things. One might encounter some healthy vegetables there. People have been known to grow their own herbs there too. We all know where that leads, don't we? I know. Fresh *and* cost-efficient. We can't have that going on. What kind of society would we have if people could rely on their own self-sustenance? ANARCHY!!
