Arrested without suspect

This morning I heard on the NOS news that an amendment is ready for the law on the field of criminal law. During the news was told that it is an extension that ensures that you can be arrested without a criminal to be. This would be the result of "bad links" between anti-terrorist movements in the Netherlands created after the attacks on September 11, 2001 in the United States. Key from the anti-terror networks have declared "enough power" to have when it comes to combating terrorism.
