Toronto police have arrested a man and charged him in the city's second homicide of 2011.
Venacio Julien, 27, of Toronto was shot and killed in the hallway of an apartment building at 1021 Birchmount Rd., on Jan. 5.
He died a short time later in hospital.
On Tuesday, police charged Selvon Byers, 18, of Toronto with second-degree murder.
