I found this to be odd, wouldn't they be able to handle high heat?

I would think when they purchased the streetlamps the maximum temperature in the city would've been taken into account. Obviously the plastic these streetlamps are covered with must have a melting point, finding out what material it is made of might shed some light onto how much temperature they were exposed to.
